The built-in Help system in Mac OS X, Apple Help, is based on HTML with extensions for automating tasks, searching, and so on.

Details and development information is available for free here: http://developer.apple.com/ue/help/

Note that the Help Viewer currently supports HTML 3.2 so you may need to do some simplification of your layout. Aside from that, there's only one meta tag that you must add to a single help file, then use the drag-and-drop indexing tool, so getting a working help system going is very straightforward.

There's a low-traffic, but useful, Apple Help Authoring mailing list at lists.apple.com should you need more guidance.
