What we are really looking for is someone that may have already
put together a brochure for another company and we want to use this as a
template so as too save time and money.

They want somebody that has done the same thing before and use that expertise
as a template. As long as no content is exchanged between clients, I see no
problem with it.

I dunno - sounds like they actually want to reuse the template. It might even be code-speak for wanting to reuse the entire brochure.

But I agree with the solution: If it is too fishy, turn the customer down. The amount of money they expect to pay might be an indication of whether they are looking for real work or just for repurposing of existing material.
