As others have mentioned, screen captures are bitmaps,
and bitmaps are difficult to resize without losing some
resolution. But when you're really desperate, you find
work-arounds! <g>

Try this...

Import the screen capture into MS Word. Word has one of the
best bitmap resizing algorithms going. Play with resizing
the original screen capture and changing the zoom value
until you find an acceptable combination of size and clarity.
Then take a screen capture of the Word document window and
crop as necessary in the bitmap editor of your choice.
