Hmmm... I can't think of anything that sounds exactly like what you
need. The closest I can come is to suggest looking for a copy of "The
Encyclopedia of Graphics File Formats (2nd ed.)" It's an O'Reilly book,
and fairly comprehensive. Unfortunately, it's out of print. But you may be
able to find a copy in a used-book store.

Aside from that, if you have access to Usenet, there are several
newsgroups there that should be helpful.
