You're describing revision control, but Joanna is looking for change
tracking.

Change tracking lets you see, word for word, any deletions and additions
within the context of the document.

Revision control merely tells you who changed a document and when, but not
(for binary files like Word's .doc format) how.

Access control adds a level of protection by preventing two people from
altering a document at the same time.

Revision control won't provide the change tracking function she's looking
for.

My Response:

Yes, I am aware of the differences between track changes and revision
control. Which is why I said it may or may not help solve her problem. What
it WOULD help with is knowing WHO made changes to a document. It would take
a bit more to know exactly WHAT those changes are.
