Is there a bug tracking system for the application? How does QC request changes
from development?

Get them to understand that their scope is the same with respect to the writing
duties as it is to the programming duties. They don't correct code and just send
it back to the programmers do they?

If there is a procedure to follow for code changes see how documentation change
requests and bug reports could use the same system and procedures.
