Well, maybe yes and maybe no. In many companies--at
least, this is my experience, your information
services folks have a minimum hardware spec. that they
use when ordering new PCs from Dell or Gateway, or
wherever. That spec often includes Word. Therefore,
from a dept. budgetary perspective, Word is included
with the hardware.

The economics of buying in bulk also figures into the equation and works equally
for hardware as it does for software. Our department for example ordered more
powerful machines for our illustrators. However, the computer that matched the
processor, video card, and memory specs also included a CD burner and software.
NOT something that corporate wanted on that number of machines.

In the end, the dirvers and CD burner software were removed, but all the
machines still have the hardware. The reason? It would have cost MUCH more to
order computers built without the CD burners. In essence, the cost of the
original bundle plus technician time for each machine to remove the drives. So
all that hardware and all those software liscences go unused gathering dust. But
it was cheaper to waste...

The same principles apply to all purchased goods and services.
