Principles for proceedure writing

Hello,

Some more questions to those that prepare product
instructional literature for the gerneral public on
the list. 

Are there any specific rules that you follow when
writing such literature and why? 
 
For example, Use the active voice: passive voice may
provide advice; active voice does not. Tell the user
what to do.

or do you just write in a free for all way without
rules?

Since most technical manuals use specific or complex
language and terms in them do you use a readability
formula to see if your wriitng is on 'target' or not? 

If you don't why not?
