Please consider the possibility that you are falling victim to the sort of paranoia that is typical when times are hard. A skills matrix may, in a Theory X organization, be intended as a tool for evaluating individuals in an HR context. However, I think it is far likelier that its purpose, as I suggested yesterday, is to help managers figure out who can help them get the job done.
