Dick,

I must have been unclear. The point I was trying to make was, "In many
organizations, no one will ever look at things like skills matrices once
they are approved. This argues against putting a lot of effort into them,
though one should avoid laxness or open disrespect to the point that one is
singled out for criticism."

This is me wearing my hat as an ex-manager (which I gave up for consulting
because I hate having to fire people). There's far too much paperwork in
business, and most of it means very little. One has to concentrate on the
bits that are going to make a real difference, and shove the other stuff
into the OUT basket as quickly as possible, but not so quickly that it
offends people.
