"Permatemping" used to be common in the 90s, before a small group ruined it.

The permatemping case was a prime example of a small group of labor activists
destroying what was a lucrative and effective employment alternative.
Permatemping often paid quite a bit more (on average) than a full-time salaried
job. And many agencies offered basic benefit packages. However, some greedy
people wanted even more. They didn't think it was fair that salaried people got
stock options or a annual picnic (but had lower pay). So they filed a lot of
lawsuits, most of which were struck down. But it put a chill on the entire
contracting industry.

This chill effectively destroyed the permatemping market. Most large
organizations that use contract resources have limits to those contracts. For
example, at Intel you can only be on a contract for 12 months. At the end of 12
months, you are laid off whether they need you or not and cannot contract for
Intel for 6 more months.

Thus, labor activists, under the guise of helping contractors, actually put a
lot of people out of work. They got a lot of people laid off and depressed the
income of a lot of working people.
