You speak of this FrameMaker thing? What manner of
contraption is that?
I was thinking, in your publishing tool, Word being
the one, you create a style it automatically is based
on Normal. Thus, if Normal changes, conveniently so do
all styles based on Normal.
But, a trick is to create a new style and set it not
to be based on anything. Voila.

You can create a new style. Yes, it has to be based on
a font to have a point size, etc., but pick your
body-font-du-jour (if you change them often) and never
type any content there. It's to be used as an empty
paragraph marker, as a washer-esque spacer.

Not really, unless you are going to argue that since
it has the same attributes as other styles, and it can
be described or expressed in terms of the addition and
subtraction of attributes from other styles, then yes.
But, who cares. The point is, make sure it doesn't
automagically update.

No--if you never type content into the spacer format,
who cares.
