There are any number of reasons for converting a documentation set to XML,
and therefore any number of ways of doing it.

By itself, XML is just a means for designing a tagging language.

The only reason to apply a tagging language to you documents is so that you
can then apply an automated process to them.

The only reason to apply an automated process to your documents is so that
you can solve some business problem: reduce costs, meet new requirements,
enhance revenue opportunities, improve accuracy, etc.

Depending on the business goals you want to achieve, many different tagging
languages and tools may be appropriate. We have a pretty sophisticated
SGML/XML based system in house, and we have helped a lot of our customers
implement SGML/XML systems. They are all different. They deliver different
values to different organizations, based on their needs.

I'd be happy to comment on more specific requirements or business problems
if people bring them up. But if you don't have a very specific and well
though out business reason for looking at XML, then the best advice is don't
do it. (Which is not, of course specific to XML: you shouldn't do anything
unless you have a good reason to do it.)
