Two levels is great, but it looks as though R&B's alphabetizing ignores elements like "to" and "as". That would be tricky to do in systems like Framemaker.

No, that wouldn't be tricky at all in FrameMaker: You can provide sorting instructions with each entry, like so: "EGGS AND EGG DISHES:whites, to fold[EGGS AND EGG DISHES:whites, fold]".

Now you might call that tedious (with which I wouldn't agree, the system is really easy to use), but it certainly is not tricky.
