Sorry Mike, but that's rubbish. I think that my case is a prime example.

If the test is a small sampling of the skills and/or tasks that will be
required, then the person that can accomplish them in the least amount of time
IS the best candidate. After all, shouldn't it be obvious that the person that
most satisfactorily completes the tasks in the least amount of time is going to
be the most productive?

Knowledge workers still need to produce.

And if the test is deliberately set up to be short on time, it will evaluate
what the candidate sees as the most necessary tasks and how they manage their
time. Or, it demonstrates they take too long to understand the subject matter.
