I thought about using conditional text for exactly because you can delete the condition and leave the text and be done in one action. However, adding a character style is slightly easier than tagging text with a condition and you don't have to worry about someone accidentally turning off the character style.

what you do would be more a matter of where you prefer to spend the time tagging with a condition (which only applies color, I believe, but not bold or italic if you used a character style) for ease of removal or using a character style for added emphasis on the changed text but more work to remove it.

Create a condition and apply that condition to those parts/pieces of text
you want reviewed. You can apply a lot of different attributes in
conditions. Make the reviewable sections Red and Underlined, or whatever.
When you view the Frame file, you see Red and Underline. The printed copies
are grayscale and underlined. After you get all your comments made, just
delete the condition keeping the text.
