Your advice works in good times, maybe not so well in bad times. I encountered a similar situation (that I've recounted here before) and approached it, successfully, a different way.

I had a co-worker whose response to our manager's abuse was to develop malignant hypertension (two visits a day to the doctor for blood pressure checks, days off, everything up to but not including hospitalization). Those of us who--for reason of personality, war wounds, whatever--were better able to stand up to the SOB came to our colleague's defense. We interceded with HR, and HR actually did something about the problem.

So if Ann has colleagues who support her cause and can help her make her case to management (or a congressional oversight committee), maybe she can come out of the situation with less stress (better health) and positive results. It could happen, right?
