Personally,
I've gotten a strong impression from talking with STC leaders that they
really do want to change.
Brings to mind the how-many-psychiatrists-does-it-take-to-change-a-lightbulb joke. The question is how well the STC leaders are symbolized by the burned-out bulb that needs changing.
