This reads like you are saying people have to be
trained as engineers before they can be technical
writers. Wouldn't that be like saying that all medical
insurance policy writers have to be M.D.s, or that
anyone who writes for aviation magazines has to be
licensed pilot?

Yes, it would be like saying that, and there is a faction who believe that all those things are true--i.e., that anyone who writes for an aviation magazine really _ought_ to be a licensed pilot and that anyone who presumes to know enough to write a medical insurance policy really ought to be an MD.

There is also a faction who think that any reasonably bright person with a good liberal education can learn enough about any field to contribute to it as a writer.

It's good to be able to hold these contradictory models simultaneously in your mind and contemplate the best way to reconcile them. I leave that as a koan for the reader.
