No you can't. And a company can't apply for you to get a security clearance
unless you are an active employee. So the reason why they want active
security clearances is because they have to pay you while they wait for your
clearance to come through. Depending on the level, this could be a couple
months (for an interim Secret) to a year or possibly more (for a high-level
Top Secret) and there is no guarantee for the company that the clearance
will go through. If you are currently employed with another company and have
an active clearance through them, the new employer can pay to have that
clearance transferred over to them when they hire you.
Your best bet is to go with a company that is willing to get you a Secret
(that's not the hardest thing to do), and you can move up from there. It's
pretty near impossible to get a company that requires a TS clearance to hire
someone who has no active clearance. A company that requires TS clearances
may hire someone who has a Secret and be able to keep them busy until the TS
comes through.
