In principle you can use the "r" attribute (write protected). That will solve the
problems in relation to most "ordinary" computer users. But if you know about
attributes, an attribute is easy to change, for example: In Windows Explorer, right
click the file and select "Properties". You can then change any of the four file
attributes.

Furthermore Adobe Acrobat Reader has a menu "Files" > "Save a Copy", where you
can save a copy under another name.

But even if you could come around these problems, a specialist can always solve the
problem against the will or your boss. There is so much software around now, which
can convert a PDF file to for example a Word document that, those people who
really want to amend the document can do it. This is in fact valid not only for PDF,
but for all formats. You can for example OCR-read a document displayed on the
computer screen.

Search http://www.pdfzone.com using the keyword "expiration". That will give you
some alternative solutions. I haven't tested any of them.
