What are your deliverables? WinHelp. HTMLHelp. WebHelp. PDF.

What is your goal for the documentation?

What's the life cycle for your documentation?

What kind of budget are you looking at?

Who's your target audience?

What sort of experience do you and others who will be creating/maintaining the docs have with various authoring tools?

How comfortable are you with "code" instead of WYSIWYG? (for example, I'd much rather work directly with HTML than rely on a WYSIWYG to do it for me).
