Have you read around the incorrect changes for content issues that might
have driven them, then queried or adjusted that content? Are you certain
that the change is ungrammatical and not jargon-related (as others have
suggested)? If you've done all that and you are still convinced your manager
just made a mistake, quietly change it back to the grammatical way and
publish it. In 99.99 cases out of 100, your manager -- who is demonstrably
an expert on and sensitive to security, not grammar -- will read the final
version and congratulate him/herself on what a lovely document s/he helped
you create.

I do not expect this to be a popular answer, but it's what I've done in many
a position over the years. If I got busted at all -- which has happened very
rarely -- it was to say "thanks for the good catch."
