Just because it doesn't work the way you want it to doesn't
mean it's broken. <g> When you insert an Odd Page section
break, Word starts the section on an odd page - and when
you're printing, it spits out a blank piece of paper to take
the place of that even page. In many printing circles, this
is correct behavior; if you want a header & footer on the
page, you need an actual page.
As far as the selection on the Page Layout dialog, that
lets you change a section break that's already in place. For
example, if you've inserted a New Page break and you want
to change it to an Odd Page break, put the cursor inside the
section, open the Page Layout dialog, and change the type
of break in the box. Note that you can do this for the section
you're in or the whole document -- a kind of global replace
for breaks, if you will.
I'm not sure where you see the "start at beginning of page"
option, but I run Word 2k as well, so contact me offline if
