Formatting Bullet and Numbered Lists in FrontPage using .css

I normally work in DreamWeaver or RoboHelp's default HTML editor. I am now trying to create a .css for use in FrontPage (using version 4.0 on Windows 2000), and for the life of me I can't figure out how to get my bullet and numbered lists formatted properly.
In the past, I would always set up a negative left indent for the Bullet1 style to get the bullets to be left aligned instead of slightly indented, and then play with the indents of related styles (such as a second level bullet, a block of text under a bullet, or bulleted lists under numbered items) to get everything to line up properly. I cannot get this to work with Frontpage. I've tried two different approaches: open a new blank page and link to my existing .css, and also try and create a new .css within FrontPage.
The problem is that FrontPage ignores the formatting instructions from my .css once I apply either bullets or numbers to the text. The lists in FrontPage look awful - no space between items, nothing aligned - ARGH!
I've googled, checked the FrontPage help, and checked the techwr-l archives, and haven't found any information about this (maybe I'm not using the right combination of search terms). Any ideas?
Also, when working in FrontPage, is it better to handcode the .css in a text editor outside of FrontPage, or to create the .css and styles within FrontPage?
And no, using a different editor is not an option - this template is for use throughout the development department, and FrontPage is the one consistent editor we are sure everybody has.
