Quite so. I've seen movies and webcasts featuring management explaining the
strategic importance of both the training program and the system changes
that were going in place with it, monthly glossy bulletins, etc. for really
big training initiatives. Depending on how big Rachael's project is in the
context of her company, the strategy will need to be adjusted up or down.
But you're quite right - unmotivated learners don't learn - and can ruin it
for everyone else (especially the instructor).

Sometimes the challenge is more acute with soft skills training. People
generally understand that if there's a new system coming in, they have to
learn it (though they may well not like it). If instead the training is on
the latest biz buzzword that the CEO heard on the golf course, that's a high
hurdle to overcome in motivating the class.
