I dunno. I read that as something akin to market-speak. The organizers of the conference have a topic, and in the promotional material that topic has to be hyped a bit.

They do this every year, and I don't get a feeling that there's any strict adherence to the "topic." So far as I know the proposals aren't evaluated against these paragraphs, nor are they rejected if they don't fall into the scope of what is said here.

I'd bet that the majority of conference presenters in Baltimore this year couldn't tell you what the equivalent description of this year's conference theme is.
