If they can't identify their audience as a professional organisation, how
well do you think they'll be able to identify core competencies for
certification?

The certification argument makes its rounds periodically. Has anyone ever
come up with a 'core competency' that can legitimately eliminate ALL
non-certified technical communicators? If not, STC would just be
duplicating what is available through numerous industries, organisations,
universities, and colleges.

To expand on my previous comment: The STC should be to Technical
Communication what ANSI is to standards. ANSI leaves virtually ALL the
standards generation/development work to the interested groups (ASME,
ASTM, IFI, SAE, etc). Then when one group has an advanced enough standard
it is considered for National standardisation and other industries can
comment.
