IMHO, this sounds a bit desperate. I would use something simpler such as "Relocation assistance is not required." Personally, I tend to avoid any mention of money on my resume. As for your timeline, I'd leave it off. If they are interested in YOU, then they will call and should ask what your availability is. This is the prime time to say 'immediately'.
Then again, I've been wrong in the past - twice, by my count. :-)
