"Fast" or "short" may either be used, if that is what you mean. In some contexts, people may fear that a product may be "rushed" to market with insufficient development...and a good marcomm writer will seek to eliminate any such possible assumption.

It may be, therefore, that you would avoid the awkward question of the hyphens and deal with the subject something like:

"Because of the extensive experience of our staff and our flexible planning methodology, our company consistently delivers the right products at the right time, at or under the budgetary targets."
