I think it depends on the context of your material. Both "fast" and "short"
can be interpreted as "rushed" or by potential customers of a product under
development, but if you're documenting tools intended to help the people
producing the product shorten their development time, then either will work.

"Time to market" would not be hyphenated unless it's being used as an
adjective, which is something I would avoid doing if I can.
