Both administrate and administer give me the willies. Administrate sounds like bad over generalization (along the lines of orient --> orientate as someone else pointed out). Administer conjures up images of a nurse sticking me with a needle.

You said the audience were administrators.....as in a governing body? or as in network admins? If it's admins, they do manage networks. However, if you want some sort of industry standard, it's already been pointed out that MMoS says to use "administer" and if you're using that styleguide as a basis for your style decisions, then you should go with administer, nurses and needles be darned. :-)
