Microsoft's filter for Office 2000 can be found by Googling for
"msohtmf2.exe". If you run this as a standalone program, then you can
use it on HTML generated by other software, AND you can set
options which will remove even more cruft.

Another commonly-recommended cleanup utility is W3C's HTML TIDY.
But with the aggressive cleaning options set, my opinion is that
Microsoft's utility does a better job at removing syntactically-
correct-but-useless tags.
