In _Managing Your Documentation Projects_, Joann Hackos doesn't discuss
Documentation Plans at all. Instead, she makes a distinction between
an Information Plan and a Project Plan:
"The Information Plan describes what is to be built and is planned
in light of the information gathered from user, task, product, and
market analyses early in the development life cycle. The Project
Plan describes ... strategies for getting the job done, including
the early estimate of the size of the project, the calculation of
risk factors or dependencies, ... total time, ... the assignment of
hours to people, and the calculation of a schedule." (p. 208)
Most of the Documentation Plans I've seen combine both kinds of
information into one document.
By the way, you can read page 208 in full by using the "search
inside this book" feature on amazon.com. The book has somewhere between
50 and 100 pages of information about how to estimate time for writing a
manual, so it might be a good investment at this point.
