Despite my mis-representing TECHWR-L history (specifically, imagining there was a pre-Ray-TECHWR-L-era) the other day, TECHWR-L will not change hands as a direct result of open statements of a willingness to volunteer time, CPU cycles, list management/moderation, etc.

If you don't take the initiative to write a business proposal, no, a plan, and send it to the Rays offlist, why would the Rays believe you have the motivation and commitment they know (did they say 7000 hours!?) it takes to feed TECHWR-L?

Your plan need not, perhaps should not, explain how you will preserve the status quo. Rather, document how you want to grow and change the TECHWR-L resource.
