It's not a question of whether or not "bloomer" might have been an
appropriate word choice somewhere. The article was referring to problems
that arose out of lack of attention to detail in localization (which
includes variations in definitions). Using the word "bloomer" in the
article was just another example of that lack of attention. A different word
- one with a consistent meaning across variations of English - should have
been chosen altogether.

According to my fattest dictionary, Steve is right: wearing bronze on the
definition podium, "bloomer" is a perfectly acceptable synonym for
"blooper" in the UK. Apparently it's derived from "blooming," a euphemism
for "bloody," which hain't acceptable in refined company.
