Thanks, Hugh. I've been looking for that standard for several months. I didn't have the standard number, unfortunately, and---until their recent site redesign---their home page didn't have a direct link to their standards collection, a site map or a good search function. Even the DOE offices I called had no idea where to find the standard on their web site, and it wasn't listed in their printed catalog under 'Guides' or 'Procedures'.

Note: The DOE web site has a whole bunch of useful looking standards, including some on training design and information management. When I have time, I'm gonna poke around in there.
