US Department of Energy Standard 1029-92, "Writer's Guide for Technical
Procedures" answers all of the questions that anyone could ask about writing
procedures. I keep the Acrobat version of the standard on my computer
desktop for easy reference.

Point [4] on page 48, in paragraph 4.10.1, "Warnings and Cautions," says:

"Position warnings and cautions so they are complete on one page and appear
immediately before and on the same page as the action step(s) to which they
apply."
