Using the latter scheme (1) tells readers where a specific page is located in the book, and (2) allows readers to sense where they are in the book when they're reading specific pages.

If people use a manual frequently, they often memorize what each chapter covers, and it's much easier to get one's bearings by glancing at the bottom (or top) corner of a page to see where one is than having to leaf backward or forward to establish what chapter one is in. I realize that headers and footers may well also exist on each page, but having the chapter number and the page number together in one little nougat is helpful, in my opinion.
