Down time? I haven't had down time since 2000 (unless you count
layoffs). I'd say count it as project time as you're doing. Use the
time to evaluate the quality of the product, note areas for
improvement, edit the documentation, research technologies that may be
of use to you, etc.

If you're working to the best of your abilities, you'll discover that
there is no such thing as "down time".
