You have not one but several problems here. Since you are dealing both
with vector and with raster graphics, when you go beyond the binary
comparison you may have several different solutions to contend with.

First, I would do the binary comparison. If they are the same,
obviously no further checking is necessary.

There is an open-source Java application made for comparison of
medical specimen slides which can also work, it appears, with .jpg and
.gif and black and white (and some color) .tiff files:
