I, too, used PSP for quick mockups.

However, when writing technical specifications, I download the HTML source
from our developers' boxes, throw them in Dreamweaver, put in the
enhancements, capture the new images for the doc, then put the Dreamweaver
HTML in a folder so the developers can use when they code.
