Maybe I'm missing something. What IS wrong with it? The word "assist"
lets me know that someone more senior will be looking over the
effort. As far as the requirements, they might be a little stiff, but
not much.
If I'm hiring someone as a technical writer, I expect them to have a
familiarity of a majority portion of the requirements. If they don't,
they aren't an "entry level technical writer", they are a
non-technical writer looking to break into technical writing. Aside
from Java event handlers, it's pretty basic stuff or requiring only a
superficial level of knowledge.
Besides...maybe they are a senior level financial analyst and knowing
most of the requirements is a piece of cake.
It's about time we expect a technical writer of any level to know the
basics of technical writing in order to call themselves a technical
writer.
