Chiming in late, here, but I have to say when I worked for the government
(USDA), I never saw anyone come in at the top of the range.
I was not a manager, nor a senior-level employee. But the rational was
you had to not only have the experience quoted in the job description, but
*also* have had extensive experience at the next lower grade level. That
seemed impossible to me for those coming in from the outside.
However, I would indeed ask for what I thought I was worth. Negotiation
is part of the process.
