If you're authoring in FrameMaker or Word, Web Works Publisher is the right tool. (I'm no great fan of RoboHelp, I'll admit.)

Unless you're authoring in HTML directly, tools like HTML Indexer and Deva Tools probably wouldn't be a good choice.
