Pardon my ignorance, but in technical documentation, when are quotes
used? What are you quoting?
I work in the software industry, and the only time we use quotes are
when they are used in code samples, in which case the language syntax
dictates the use, not the documentation style guide.

Many other kinds of documents fall under the heading, "technical documentation." Come to think of it, a reference to a different section of a software document might be required to use quotation marks, depending on the company's style.
