I wondered about a site without any identification of who is behind it (I
couldn't find anything on the site, but maybe I missed it), so I did a WhoIs
search and found that it's Scott Hartmann. Evidently he's an STC member, and
his company is listed here:

Basically, you and your client agree on terms of payment. The rules are made
between you and your client. If you don't like this company's terms, don't
work for it.
