1099 contracting works in whatever way your contract with the client
says it works. If you choose to accept a contract that allows the client
to delay payment to its subcontractor (which is what you are), or to
make payment to its subcontractor contingent upon payment to them,
then that's your choice. I wouldn't do it, except perhaps for a hefty
premium on rate and only after running credit and other business checks
on both the writing contractor and the client company, but times being
what they are... At any rate, if you're considering accepting these terms,
it would be perfectly proper for you to request references from others
who have worked for them under similar terms so you can verify their
track record of payment.

Speaking of 1099 contract work-- I have been approached by Writing
Assistance Inc to do 1099 work. They are functioning as a "middle man" for
a customer who needs a technical writer. They say they won't pay me until
the customer pays them for my work. Is this the way contracting 1099s
should work? Aren't they responsible for paying me within 30 days of my
invoice, regardless of whether their customer pays them (for the work I
did) or not? What's your advice? Where can I find out if they are a
reputable company?
