I wouldn't do it in reference topics or procedures.

I wouldn't rule it out for conceptual/overview material, especially for
'why' and 'when' topics--
"Why use deleting backups?"
"When are updates propagated?"

You could recast these headings as statements ("When to use deleting
backups"; "When updates are propagated"; "Updates: processing sequence"),
but it won't always be as concise or precise.

Imagine a training course called Advanced Network Configuration. I don't
think the presenter should rule out the technique of using a question to
introduce a topic.
