With the full version of Acrobat 7, you need to save the document enabling the write option for forms. I don't have 7, so don't know exactly where the option is. I imagine it to be in much the same place as saving with security, print enabled, copy enabled, etc. In Reader version 7, you can save data in forms if the option has been enabled when the pdf was created.
So to answer your question, yes it is possible if the creator of the form has the full version of Acrobat 7 and you can ensure that the people filling in forms have Acrobat Reader 7 installed.
